Public Discussion on the Lüganuse Rural Municipality Development Plan 2024–2035 and Budget Strategy 2026–2030

A public discussion will take place on 11 November 2026 at 17:30 in the Lüganuse Rural Municipality Government Hall. In spring, Lüganuse Rural Municipality launched a process to update the municipality’s development plan and budget strategy, with the aim of involving residents, businesses, communities and other stakeholders in shaping the municipality’s future. According to the process schedule, we opened the development plan and formed a working group. We then met with representatives of different sectors and interest groups, involved committees, and gathered ideas in communities and online. During the idea-gathering phase, active citizens and interest groups submitted many good proposals, some of which could also be added to the development plan document. In connection with this, Lüganuse Rural Municipality Government has made the development plan and budget strategy available for public review. The public review period runs from 26 October 2026 to 9 November 2026. The updated documents are available on the Lüganuse Rural Municipality website: https://lyganuse.ee/juhtimine-ja-majandus/valla-juhtimine/arengukava-ja-eelarvestrateegia/ Suggestions for additions and amendments to the development plan and budget strategy may be submitted by 16:00 on 10 November to the municipal government office at Keskpuiestee 20, Kiviõli, Lüganuse Rural Municipality, 43199, or by email to valitsus@lyganuse.ee. Proposals must include: – the name and contact details of the person submitting the proposed amendment; – the reason for the proposed amendment; – the relevant existing development plan text or table extract; – the proposed revised development plan text or table extract; – for proposed amendments to the budget strategy, the reasons and calculations concerning the expenditure arising from the proposed changes and its sources of funding. The public discussion of the draft development plan and budget strategy will take place on 11 November 2026 at 17:30 in the Lüganuse Rural Municipality Government Hall, Keskpuiestee 20, Kiviõli, Lüganuse Rural Municipality.
